SCION stands for The Superhuman Containment and Internment Organized Network. SCION was created mere months after the Ring of Destiny, when metahumans began to rise in force due to the effects of the Crucible Element on the Earth's environment. Designed as a monitoring organization, it has grown in power over the months till the present time. Very few people outside the United States intelligence agencies know of the existence of SCION, though rumors persist in the metahuman community.

SCION investigates those with powers, tracking down those who abuse their powers and containing them or performing experiments upon them. While the organization's goals may be positive, its methods tend towards the gray, and they abuse the civil rights of various metahumans quite often, bugging their homes, kidnapping them, and so on. SCION has the legal ability to call in United States Military Forces, though this is rarely done outside emergencies. Nevertheless, the threat is there, and while many metahumans can resist normal military forces, SCION can still cause havoc with their lives and families. Rumors persist that some metahumans actually work for SCION. If this is the case, it makes the organization more dangerous, as the breadth of abilities in metahumans is staggering.
