Charlotte Bishop is the young Head Librarian at Port Liberty University, appointed to the position in 2010 upon the retirement of Doris Wilson, the long-time holder of the post. Her father, Reggie Bishop, is a long-time member of the U.S. House of Representatives, representing the 3rd Congressional District of the state of Virginia. People keen on the nightclub scene may recognize her as a sometime lounge singer, performing infrequently at jazz clubs now and then.
Nocturne is an occult investigator active in Port Liberty, affiliated with the Freemasons. She is rumored to be a witch, and while this may be a tall tale she is almost certainly a metahuman. Whispers in the occult underground say she's partially behind The Circle of the Broken Moon, a benevolent cabal of mages and magically-empowered metahumans. In early 2013 she became a mystical consultant to The Liberty League.

Crossing the Boundary
The Sacred Order of Diana Hecate, in antiquity called The Order of the Lady, is a small and secretive mystical cabal. It is currently aligned under the banner of the Freemasons, however it traces its origins to the dark age of Ancient Greece. Mystics not affiliated with the Freemasons may still have some knowledge of the Order, as it is famous in arcane circles for its vast repository of occult lore. According to their own histories, the Order was founded by the mythical Circe, a priestess of the Thracian witch-goddess Hekate. With the advent of Rome, the Order adopted the name of the Roman goddess Diana, identified with the Greek Artemis and viewed by the Order as a pure, virginal aspect of their lunar deity. After the Edict of Milan, the cabal spent centuries traveling all over Europe, attempting to avoid discovery by Christian rulers. In the wake of the Black Death, philosophical differences that had arisen over time led to a great schism in the group's leadership. Some of the most powerful witches of the Sacred Order abandoned it to form The Sisterhood of the Liminal Wheel, and these heretics were among the founders of The Anaximander Priory.
History
Birth of a Champion
Charlotte Latona Bishop was born in Port Liberty, Virginia, on March 14th, 1984, the daughter of politician Reginald Bishop and his French socialite wife, Phoebe Bishop (née Morceau de Cheval). Reginald was secretly a high-ranking Freemason, while his wife was the current high priestess of the Sacred Order of Diana Hecate. Their child, therefore, should have been full of magical promise.
Unfortunately, and by a twist of fate none could explain, young Charlotte had almost no aptitude for the arcane arts. It was a truly sad state of affairs, as it meant she could not become high priestess upon her mother's death. The Bishops quickly produced another daughter, Mallory, who proved far more capable as a ritual sorceress.
All was not lost for Charlotte, however. In addition to their talents as ritual magicians, the Sacred Order bore and passed on the knowledge of the Talon of Hecate, an ancient art of hand to hand combat. Charlotte was amazingly dexterous, and proved a perfect student for the gymnastic feats required to master the mystical martial art.
An exceptional student and talented musician, Charlotte attended Cornell University as an English and Classics major, though her true passion was in vocal performance. Despite her demanding school schedule, she found time to take vocal lessons and performed frequently with the school theatre department.
After graduation, Charlotte moved back to Port Liberty to be near her family. Applying to the MLS (Master of Library Science) graduate program at PLU, she acquired her MLS in a year's time and took a day job as a librarian at Port Liberty University. At night, she worked hard in an attempt to make a splash on the nightclub scene as a jazz singer. While this pursuit seemed less than fruitful, after a few years at the university library she applied for, and was promoted to, the position of Head Librarian, replacing the one who had just retired. Her parents were exceedingly proud of her work ethic, and again felt sad that she could not take the mantle of the Sacred Order when they were gone.
The Great Catastrophe
Then, the event that most of the world refers to as the Ring of Destiny occurred. The Sacred Order called it the Great Catastrophe. The moon was seriously damaged, and the witches of the Order began to fear that Diana Hecate had been damaged or even killed by the destruction of part of her symbolic form. The ritual talents of some of the Order's magicians became somewhat dimmed, though not even in the worst case did they vanish entirely.
One particularly curious thing, however, threw a wrench in all that had been expected. In the wake of the comet, Charlotte suddenly found herself developing strange powers. She could control the shadows about her feet, rendering herself invisible or obscuring the senses of others. Perhaps most bizarrely, she could walk through solid objects as though they were entirely insubstantial. In the most exciting change of all, Charlotte began to exhibit actual aptitude for ritual, though only a small spark that would require heavy training over time.
Her mother hailed these traits as the powers of the lamia, the ancient creature who had imbued their bloodline with great mystical strength. This was taken as a sign that the goddess was not dead, but perhaps that she now needed a champion more than ever. Combining her mastery of the Talon of Hecate with her newfound abilities over darkness, Charlotte offered her services to the Freemasons as a metahuman agent. Mystical energy is quite literally in her blood, and she owes it to the Order to root out misuses of magic wherever she might find them, to honor the name of the goddess, and to protect the innocent from those who would exploit power for personal gain.
